Creative writing courses in Scotland restricts EU applicants – is this true, if so why is it the case?

We have lived in France for approximately 12 years. My daughter has a European BAC (passed 2014.). She wants to study English & Creative Writing in Scotland. However the UCAS system states for each of the Scottish universities providing this course that they are not open to EU students. The places are only open to international students, or English/Welsh or Northern Ireland students.

Can you tell me why there is this restriction to EU applicants, please? As my daughter has her heart set on going to Scotland, where our family is from.

I can find three Scottish universities offering this course and they appear to be open to EU residents. I can't see any reason why not and I've never heard of the restriction you're referring to. I think your daughter will be fine to study at a Scottish uni.
