British citizen living in EU applying to Scottish university

My son is a British national living in Cyprus (EU). One of his uni choices is St Andrews. If he applies, will he be considered a Home, RUK or EU applicant as regards fees? Thank you.

He is likely to be considered a EU student for fees and funding purposes, depending on how long he has lived in Cyprus. (Is one of his parents in the armed forces?)
