UCAS applying limits

My brother is planning to apply for university this year and to start in 2015. He will finish college June 2015.
In case his applications (via UCAS) are all rejected by the universities, what are his options? Will he be able to apply again next year, or the year after? Is there a limit in how much time after college one ca apply or how many times?

If your brother has applied to university in the 2014 cycle but does not finish college until June 2015, it sounds as if he has applied too early.

If he plans to start university in 2015 after finishing college in summer 2015, he should apply through UCAS in the next round commencing September 2014.

He will be able to apply as many times as he likes and when he likes.
