Reapplying as a student after 4 years away

I returned to India from the UK in 2011, having been on a Tier 4 VISA from December 2009 to October 2011. I did my level 4 diploma course.

Before returning, I applied for a Level 7 course, which got rejected. I made 2 appeals, but they failed.

I have all the documents from UKBA regarding my visa rejection, and I am now considering to go back to UK on a Level 7 course as a student again. I wanted to check will I be eligible to apply and if so what are the chances of getting a visa approved? Also, what are the documents I will need to make sure they know my previous visa rejection details?
