Please bear in mind that each of the countries of the UK has its own funding body and its own slightly different rules.
My belief is that your son would be classed as an international student for fees purposes. But this is a grey area, universities have discretion to make their own judgements and each case is considered individually on its merits, so I would hesitate to make a definite statement. No university will give an answer until your son applies for a place and an academic offer of a place is made (remember that the gap is now narrowing between the "home" fee and the international fee, as home fees move towards full economic cost. The difference financially is no longer as vast as it was).
