Declining Insurance offer in favour of Clearing

If my son meets the conditions of his insurance offer can he decline it and go into Clearing?

Strictly speaking (UCAS rules), he should take up the CI. In order to get into Clearing he must have no offers so he would need to decline the place at the CI university. He could try to speak to universities by phone on results day to secure a place on another course before declining his only offer.

The formalities can be sorted out with UCAS afterwards.
