You will be assessed for fees status, based on your residence. Look at:

You are likely to be assessed as an international student for fees. Fees for individual courses are published on university websites.

Most international qualifications are recognised by UK universities and you can find general entry requirements on university websites. For example:

It might be helpful to contact universities direct to check if you meet entry requirements.

Apply online through UCAS at www.ucas.com after checking that you have the qualifications.
