Scottish student for three years eligible for fees?

We moved to the Middle East when my daughter was 13, she started boarding school when she was 15 in Canada and is due to leave in the summer of 2017. If she moves back to Scotland, is she still entitled to free university fees? I will be living in Scotland either for six months of the year or perhaps full time, depending on the answer.
