Eligible for Home Fees?

My daughter holds an Irish passport, and was born and raised in South Africa. She has been resident in the UK since August 2014. She has worked since her arrival. She has received an unconditional offer to start a Masters course in October 2017. Her acceptance letter says she must pay International fees.
Is she eligible, and how does she apply, for home fees?

It sounds as though your daughter might be eligible for EU fees.
