About local tuition fee in Scotland

We are British citizens and were living in Dundee, Scotland for about nine years. My daughter completed her nursery to year 4 education in Scotland. From 2014, she has been living in Brunei with me and going to an international school here (now in year 9). After three years, she will go to a university in Aberdeen. Will she qualify for local tuition fees during her university studies?
