What's the difference between universities and metropolitan universities?

What's the difference between universities and metropolitan universities? Such as in Leeds and Manchester?

Put simply they are just entirely different institutions which are located in the same city. Metropolitan universities tend to be old polytechnics which gained their chartered university status at a later date. The name differentiates the two.

The word Metropolitan simply indicates that the university is located in an urban area.
